You're reading: Health Ministry: New rules for interregional transportation in Ukraine come into force on Oct. 21

On Oct. 21, new rules for interregional transportation, which were introduced in connection with the rapid spread of the coronavirus, will come into force in Ukraine.

According to the press service of the Ministry of Health on Tuesday, Oct. 19, they provide for the possibility of travel between regions only for persons who have a COVID certificate or a vaccination certificate.

At the same time, it is specified that the COVID certificate issued on the basis of recovery, although provided in the Diia application, is now only at the testing stage.

“Obtaining a paper certificate [that a person has had a coronavirus] is not yet provided. Citizens will be able to use such a COVID certificate in Diia when it becomes available,” the message, published in the telegram, says.

It also clarifies that at the moment there is no approved form for a certificate of contraindications for vaccination against COVID-19.

“People who really have absolute contraindications to vaccination in Ukraine are less than 1%. We are talking about a severe allergic reaction to the first dose of the vaccine (anaphylactic shock) or hypersensitivity to vaccine components. Decree No.1236 does not provide that citizens can present a document on contraindications to vaccination for interregional travel,” Ministry of Health said.

They said that citizens can do a PCR test or a rapid test for COVID-19 and use it when traveling between regions, and after vaccination, use a digital certificate in the Diia application.

Both the “yellow” internal COVID certificate (on receiving the first dose) and the “green” internal COVID certificate (on receiving the full course of vaccination) are suitable.

“A paper certificate of receipt of the first dose of the COVID-19 vaccine can be issued by the doctor who administered the vaccine. This is the 063-O form. It can also be used for interregional transport,” the doctors said.

As reported, at a meeting of the Cabinet of Ministers of Ukraine on Oct. 11, amendments were made to Resolution No. 1236 on toughening the rules for passenger traffic in regions where the “yellow”, “orange” or “red” level of epidemic danger was set.

From Oct. 21, interregional passenger transportation in regions with “yellow”, “orange” or “red” levels will be allowed, provided that all drivers, air transport crew and passengers have one of the following documents:

– a document confirming the receipt of a full course of vaccination or a document confirming the receipt of one dose of vaccine for regions of the “yellow” level of epidemic danger;

– an international, domestic certificate or a foreign certificate confirming vaccination against COVID-19 with one dose of vaccine or two doses of vaccine approved by WHO for use in emergency situations, a negative PCR test result or a person’s recovery from a disease, the action of which is confirmed using the Unified State Portal electronic services, in particular with the use of “Diia”;

– a negative test result for COVID-19 by PCR or a rapid test for the determination of the SARS-CoV-2 coronavirus antigen, valid for 72 hours.

The new rules apply to both regular and non-scheduled passenger traffic. It concerns road transport on bus routes, air and rail transport of interregional communication.

The corresponding rules will not apply to urban and intraregional transportation.
