Normandy Four experts are so far failing to agree on a draft roadmap of implementing the Minsk Agreements due to differences in the sequence of fulfilling the Package of Measures, a source with knowledge of the situation told Interfax.

“The parties are voicing different views on the roadmap. Some of them are insisting on the Steinmeier formula, which suggests gradual introduction of the special status in certain Donbas districts and the holding of local elections there, be formalized in it. The Ukrainian side is insisting on the free interpretation of the order of provisions in the Package of Measures, suggesting the stipulation of the reinstatement of its control over the Donbas border section with Russia in the roadmap as the point of departure for the political settlement process,” the source said.

The parties have at this point failed to reach a compromise on the sequence of implementing the points of the Package of Measures, he said.

“Thus, there are still certain differences in the issue of whether the provisions of the Package of Measures have sequential character of a direct order of step-by-step implementation or are theses, which should be implemented regardless of the sequence they are stipulated in the document,” the source said.

Normandy Four experts will discuss the elaboration of a roadmap for the implementation of the Minsk Agreements shortly, Russian Foreign Minister Sergei Lavrov said earlier.
