The OSCE Special Monitoring Mission says it is ready and able to monitor, but the self-proclaimed Luhansk People’s Republic (“LPR”) has failed to guarantee security near the village of Stanytsia Luhanska in Donbas.

“Only limited access for OSCE SMM to Stanytsia Luhanska disengagement area – UAF [Ukrainian Armed Forces], “LPR” have failed to guarantee SMM’s security [possible mines],” the OSCE SMM wrote on Facebook on Tuesday.

“SMM is ready/able to monitor, but needs access. JCCC [the Joint Center for Control and Coordination] should assist in ensuring safe & unhindered access for SMM, co-ordinate demining,” it said.
