The OSCE Special Monitoring Mission to Ukraine is ready to monitor the pullback of forces and hardware near the town of Zolote in Donbas but it is concerned about a lack of security guarantees for monitors.

“#OSCE SMM ready/able to monitor, but prevented: no security guaranties (possible mines) for SMM at UkrArmedForces CP near Zolote,” the SMM said on Twitter.

Parties to the Trilateral Contact Group signed the Framework Decision on Disengagement of Forces and Hardware in three Donbas areas on September 21. The document binds the creation of three security zones, each at least four square kilometers in size, along the line of contact near the towns of Zolote and Petrovske and the village of Stanytsia Luhanska. OSCE SMM monitors are due to verify compliance with this agreement.
