Ukraine’s National Police have started criminal proceedings against the head of the President’s Office Andriy Bohdan based on the statement of Kyiv Mayor Vitali Klitschko about the probable “arbitrariness” demonstrated by Bohdan.

The response of law enforcement officers to the Kyiv mayor was made public the U.S.-government funded Radio Free Europe/Radio Liberty.

“On Nov. 27, 2019, the investigation department of the Main Directorate of the National Police in Kyiv entered the Unified Register of Pre-trial Investigations (…) grounds of a criminal violation provided for in Article 356 of the Criminal Code of Ukraine,” the police said in a response.

Article 356 of the Criminal Code is arbitrariness.

Bogdan has not yet commented on the allegations by Klitschko.

As reported, in early November, Klitschko appealed to the National Police with a statement on Bohdan. He stated that Bohdan committed a criminal offense when he applied to the Cabinet of Ministers with a letter about his dismissal, since such actions go beyond the official duties of the head of the President’s Office.

In early September, the President’s Office Ukraine appealed to the Cabinet of Ministers with a request to submit a letter of resignation for the head of the Kyiv City State Administration (KCSA) Klitschko.

Klitschko said the initiative to divide power in the capital and remove him from the post of head of the KCSA was unlawful, indicating that he intends to uphold the current procedure, according to which the elected mayor of the capital is automatically appointed head of the city administration. He emphasized that the separation of posts and the introduction of “dual power” in the capital is unconstitutional.

On Sept. 4, the Cabinet at the meeting decided to dismiss Klitschko from the post of head of KCSA.
