The OSCE Special Monitoring Mission (SMM) should obtain the opportunity to open monitoring bases to control the state border section between Russia and a part of Donbas outside the government’s control, but illegal armed groups are obstructing this, Ukrainian President Petro Poroshenko has said.

“The SMM also should receive the opportunity to open relevant bases near the uncontrolled Ukrainian-Russian border section. It has been planned already for a long time and has been included in the Minsk Agreements at the insistence of ours, but hampers militants supported by Russia,” Poroshenko said in the town of Severodonetsk, Luhansk region, on August 22.
