Ukrainian President Petro Poroshenko has enacted bill No. 4733-1 amending some Ukrainian laws regarding the improvement of town planning passed by the Verkhovna Rada, the press service of the State Architectural and Construction Inspectorate of Ukraine has reported.

According to the new document, the rules for receiving construction permits will be determined not in line with the construction difficulty tiers, but in line with construction consequences (minor, moderate and gross). Facilities with moderate and gross consequences will be built only with permits.

“Large residential complexes, multi-apartment blocks, social facilities, shopping and leisure centers, office buildings will be built only with the full package of permits,” the inspectorate said.

Inspectorate Head Oleksiy Kudriavtsev said that the introduction of the changes would significantly increase the efficiency of steps to prevent unlawful construction projects at the documents registration stage.

“Unfair constructors would not be able to set lower difficulty tier to build the facilities, deliberately declaring untrue information or avoid the construction examination,” Kudriavtsev said.

According to the report, the law relaxes the permit system for facilities with minor consequences. Their share of total construction in Ukraine is over 80 percent.

“Construction of private houses, utility facilities, small business facilities and warehouses could be started next day after filing a report about the start of works,” the inspectorate said.

The new law strengthens responsibility of construction oversight officials for decisions made by them in the permit issue sphere.

Kudriavtsev said that the implementation of the law requirements would help to considerably increase Ukraine’s position in Doing Business rating and it would positively influence the development of the construction sector in the whole.
