You're reading: Poroshenko vetoes cinematography and anti-piracy bill, sends it for finalization

Ukrainian President Petro Poroshenko has vetoed bill No. 3081-d on state support of cinematography in Ukraine, which also covers copyright piracy, including online piracy, and sending it finalization, having attached his amendments, the presidential press service said on Nov. 17.

The bill was passed by parliament on Sept. 22, 2016.

“The president returned the said bill to the Verkhovna Rada with proposals for finalization to bring its provisions into compliance with the Constitution of Ukraine, the Budget Code, making it consistent with provisions of other laws,” the press service said.

Poroshenko said that the bill he received for signing had a number of positive provisions that contribute to the creation of conditions for the development of the film industry, the introduction of transparent procedures for project financing. It also provides for the basis for ensuring intellectual property rights.

At the same time, Poroshenko considers it appropriate to finalize a state subsidizing mechanism, which is proposed by the bill, designed to return part of qualifying expenditures incurred by a subject of cinematography during film production in line with the principles stipulated in budget and tax legislation. The president says that a separate law should be drafted for this mechanism.

“The head of state hopes that the Verkhovna Rada of Ukraine will soon finalize the bill, taking into account the proposals,” the press service said.

As reported, the bill also amends the law on copyright and related rights regarding the protection of copyright or related rights with the use of the Internet. It proposes the procedure for termination of such violations.
