The decree was signed on January 1, 2016 in connection with the suspension from this date of the free trade agreement in relation to Ukraine.

The decree provides for the introduction of identification means (seals) for transit cargoes traveling from Ukraine to Kazakhstan through Russia, including those operating on the basis of the GLONASS navigation system.

The decree also introduced requirements for the availability of vouchers for drivers engaged in such road transit. At the same time, the presidential decree emphasized that such international transit of goods from Ukraine is possible only with the entry of vehicles and trains from the territory of Belarus.
