The Verkhovna Rada on October 17 interrupted the consideration of the medical reform in Ukraine on the 249th amendment, and on October 18 it will resume discussion of bill No. 6327 on state financial guarantees for the provision of medical services and medicines with an amendment of 250, Parliament Speaker Andriy Parubiy has said.

As reported, the Verkhovna Rada on October 17 began to consider a bill on state financial guarantees for the provision of medical services and medicines. Some 893 amendments of the document were submitted by the second reading. In total, 413 amendments were taken into account during the finalization of the draft law.

All political forces represented in the parliament during the preparation of the bill for the second reading supported the removal of the norm on co-payments for medical services.

In addition to the removal of the co-payment rule, an amendment, according to which the amount of funds for the implementation of the state program of guarantees is determined annually in the state budget and should not be less than 5 percent of GDP, is also very important.

At the same time, the deputies criticized the creation of a unified state body of the National Health Service, through which the financing of medical services will be carried out on the principle of “money follows the patient.”
