You're reading: Rada passes at second reading bill on purchase of ESCO services via ProZorro

Ukraine’s Verkhovna Rada has passed at second reading bill No. 4549 registered in parliament on April 29, 2016. The document envisages purchase of services of energy service companies (ESCO services) using the ProZorro e-procurement system.

A total of 228 lawmakers supported the decision on March 23.

“Effects from this bill are huge. This is saving of over 1 billion cubic meters of gas a year and over Hr 8 billion of the budgets of different levels. This would help to attract almost $8 billion of investment to Ukraine, which would include additional demand on engineering products and construction materials. This is the creation of dozens of thousands of jobs,” the head of the parliamentary committee on industrial policy and entrepreneurship, MP Viktor Halasiuk said.

As reported, the parliament passed bill on ESCO services in 2015. Its mechanisms allow thermal modernization of buildings of municipal and state-owned buildings using funds of private investors. The investment will be return in the form of future payments thanks to saving of energy.
