Advisers to the leaders of Germany, France, Russia, and Ukraine — the four countries part of the so-called Normandy format for talks aimed at ending the conflict in eastern Ukraine — have reached an agreement on a prisoner swap between Kyiv and Russia-backed separatists, a senior Ukrainian official has said.
