The National Security and Defense Council of Ukraine (NSDC) at a meeting on July 10 decided by January 1, 2018 to introduce biometric control for foreign citizens entering Ukraine and an electronic system of preliminary registration for Russian citizens coming to Ukraine.

“The order of crossing the state border is being introduced. The NSDC made such a decision and all the relevant state authorities received the relevant instructions: to ensure the crossing of the border of our country using biometric passports, as well as the mandatory provision of biometric data – this concerns fingerprints for citizens from other countries and stateless persons, with which Ukraine has an appropriate agreement. It is clear that this will primarily concern Russian citizens,” NSDC Secretary Oleksandr Turchynov said after the meeting in Kyiv.

He stressed this is due to the need to strengthen state security.

At the same time, he stressed the possibility of launching this system ahead of schedule under the condition that the corresponding infrastructure is ready.

Turchynov said an electronic system of preliminary registration for entering the territory of Ukraine for Russian citizens will start work by January 1, 2018.
