Since the beginning of the Donbas war in 2014, Ukraine has been working to liberate the hostages held by Russian-backed separatists in the Donbas. As part of the exchange program and in order to get its citizens back, Ukraine is releasing persons convicted of terrorism and treason and sending them to Russia-controlled parts of Donetsk and Luhansk regions.
