Russia must begin to implement the Minsk agreements and stop its aggression against Ukraine, which has been lasting for more than five years, OSCE PA Vice-President Margareta Cederfelt said at the 19th winter meeting of the OSCE Parliamentary Assembly in Vienna on Feb. 21.
