I'd love to think that this is simply diplomatic gobbledy-gook and vacuous platitudes intended to convince the other party that we still have hope of working with them (while recognizing them for who they really are), but I think Tillerson is genuinely naive and should never have been given the position of America's foreign policy chief. Consider the wording: Ukraine and Crimea are "places where Russia is not being particularly helpful today". As if Russia could EVER be - or want to be - helpful in Ukraine and Crimea. Would it be so hard to simply state that Ukraine and Crimea are "places" where Russia has created a problem that the US and its allies will now have to work with Russia and Ukraine to try to resolve? Even career diplomats have been known to speak more harshly, while this guy speaks like a typical corporate bureaucrat who surrounds himself with an army of lawyers and PR people.

Then he goes on to hope "that we can begin to build a way in which we can learn how to work with one another.." Does he genuinely believe that Putin is interested in "working" with the U.S. or simply is ignorant of how to go about doing it? The only thing that Putin wants to do is figure out how he can leverage a careless opening the U.S. may give him to throw the U.S. on its back. Putin wants to defeat the US, while Tillerson dreams of "working" with Russia.

These naifs will never learn. They pride themselves on being world wise while they are as gullible as sheep in dealing with these ruthless, disciplined, lying, and cagey thugs.
