The High Council of Justice should review each candidate for judges of the new Supreme Court of Ukraine selected as a result of a tender, the U.S. Embassy in Kyiv said.

“A number of strong Supreme Court nominations, but integrity concerns of many nominees remain. High Council of Justice obliged to independently review each candidate,” the embassy said on Twitter on July 31 morning.

As reported, on July 28, the High Qualification Commission of Judges announced the winners of the contest for the position of judges of the new Supreme Court. Based on the results of the competitive selection, the commission will send recommendations to the Supreme Council of Justice concerning 120 candidates to be appointed judges of the respective cassation courts within the Supreme Court, namely administrative, economic, criminal and civil courts, 30 judges in each of the listed courts.

The Center for Combating Corruption (CPC) said that according to the results of the contest, 80 percent of judges are active or retired, one in four of them received a negative opinion of the Public Integrity Council.

It says that 25 judges out of 30 are acting or retired judges in the administrative, civil and criminal courts, and 18 judges in the economic court.

“Every fourth future judge of the Supreme Court, elected by the Supreme Qualification Commission of Judges, violated human rights, or took politically motivated decisions, or cannot explain his own income,” the CPC noted.
