Musician and social activist Svyatoslav Vakarchuk has called on the Verkhovna Rada even before the presidential election to adopt the Electoral Code (bill No. 3112-1), according to which parliamentary elections will be held according to the system of open party lists.

“The next parliamentary elections should be held according to a fully proportional system – open regional lists with exclusively party nomination,” Vakarchuk said on Facebook on Wednesday.

Vakarchuk said the parliament’s majority coalition faction promised to hold parliamentary elections on open party lists in its coalition agreement, but the promise has not been kept.

The musician cited the main provisions of the draft Electoral Code, under which the majoritarian system would be cancelled as such. Instead of 225 majority districts, 27 regional regions are formed, the boundaries of which mainly coincide with the boundaries of Ukraine’s regions. Only parties can nominate candidates.

As earlier reported, on November 7, 2017, the Verkhovna Rada supported at the first reading draft law No. 3112-1 “Draft Electoral Code of Ukraine” by the group of deputies headed by Verkhovna Rada Speaker Andriy Parubiy.

The measure, in particular, provides for a 4 percent pass barrier to parliament (instead of the current 5 percent).
