LONDON — More than 17,000 people in a Ukrainian town are facing temperatures far below freezing with no heating or electricity after fighting destroyed power and water lines, the U.N. children’s agency UNICEF said on Feb. 1.

Intense shelling around the town of Avdiyivka in eastern Ukraine on Jan. 29 halted power supply to heating systems as temperatures plummeted to minus 17 degrees Celsius (1 degree Fahrenheit).
