MUNICH – US Special Representative for Ukraine Negotiations Kurt Volker believes that a UN peacekeeping force in Donbas will help ensure conflict resolution and the implementation of the Minsk agreements.

“Russia says that it cares about the people in eastern Ukraine, says it wants to protect Russian-speaking people, saying this is why it is supporting efforts there. The best thing that we can do to protect people, to create security, to create peace would be to have a UN-mandated peacekeeping force there that will effectively end the conflict and create the space where the Minsk agreements could be fully implemented,” he said at the 2nd Munich Ukrainian Lunch, entitled “Ukraine on the Frontlines of a New Kind of Warfare: Lessons for the West, and Prospects for Peace,” organized by the Victor Pinchuk Foundation during the 54th Munich Security Conference on Saturday, Feb.17.

The diplomat said that there was not just a hybrid war in Ukraine, but a hot war.
