WASHINGTON—President Trump defended a conversation with his Ukrainian counterpart as “totally appropriate” and reiterated his call for Kyiv to investigate his potential 2020 opponent Joe Biden, as lawmakers look into the president’s and his lawyer’s efforts to pressure the Ukrainian government to undertake such a probe.
