From the moment he walked into the impeachment hearing room Tuesday, former special envoy to Ukraine Kurt Volker was walking a very fine line. His memory had been refreshed about a key event, which he corrected from his earlier testimony. He also suggested he was not fully aware of a scheme to force Ukraine to investigate the Bidens, even as Rudolph W. Giuliani had made little secret of it.
