President of Ukraine Volodymyr Zelensky has signed law No.392-IX “On the amendments to some legislation of Ukraine on the improvement of high education sphere” passed by the Verkhovna Rada on Dec. 18.
As reported on the president’s website, the document will regulate the issues on providing high education quality, the forms of education, the requirements to the managers of the high education establishments, National Framework of Qualifications (NFQ).
“The law sets the conditions for strengthening the European principles of the functioning of the high education system, which will contribute to its approaching to the systems of other countries of the Bologna process, as well as to increasing of transparency, integrity, autonomy, responsibility of the main participants of the educational process for the result. It is also envisages creation of prerequisites for more equal access to education and qualitative measurement of learning outcomes by expanding the scope of use of external independent assessment,” reads the report.
The law comes into force the next day after its publishing.
As reported, Rada with 31 votes backed respective bill No.2299.
As Chairman of the Verkhovna Rada Committee on Education, Science and Innovations Serhiy Babak reported, the bill will address the issues, which have not been regulated earlier, such as education quality, corruption risks when receiving high education.
