Marco Rubio, Republican of Florida, announced his support on Jan. 23 morning for Mr. Trump’s nominee for secretary of state, Mr. Tillerson, clearing the way for his confirmation.

Mr. Rubio had emerged as a potential tiebreaking vote on the Senate Foreign Relations Committee, which is voting on whether to recommend Mr. Tillerson later on Jan. 23. In a Facebook post, Mr. Rubio acknowledged “reservations” about the pick, citing Mr. Tillerson’s equivocating testimony on human rights issues. But he said the president was “entitled to significant deference when it comes to his choices for the cabinet.”
