The hearing on Rex W. Tillerson’s nomination as secretary of state is underway on Capitol Hill.

Mr. Tillerson, the longtime chief executive of Exxon Mobil, is an unconventional choice for secretary of state, with no previous government experience. But he used former Defense Secretary Robert M. Gates at the opening to vouch for his credentials.
