WASHINGTON—The House committees at the heart of an investigation into whether to impeach President Trump over his effort to enlist Ukraine to probe Democratic rival Joe Biden said that they planned to issue a subpoena on Oct. 4 to force the White House to turn over records related to a pair of phone calls between Mr. Trump and Ukraine’s president.
