Ukraine will receive €2.3 billion ($2.70 billion) in fresh funding after the Council of the European Union approved the next regular tranche under the Ukraine Facility, Ukraine’s Ministry of Finance said on Wednesday.
Of the total amount, €2.1 billion ($2.46 billion) will come in the form of loans, while €200 million ($235 million) will be provided as grants. The funds are expected to be transferred to the state budget in the near future.
The tranche is part of Pillar I of the Ukraine Facility, a multi-year European Union instrument designed to provide predictable financial support to Kyiv.
Ukraine’s Finance Ministry wrote in its press release that the money will be directed toward priority social and humanitarian expenditures.
Under the Ukraine Facility for 2024-2027, the EU has earmarked around €50 billion ($58.6 billion) for Ukraine, including €38.337 billion ($44.95 billion) in direct budget support.
Since the start of 2024, Ukraine has already received more than €24.4 billion ($28.61 billion) under the program, with over €8.3 billion ($9.73 billion) disbursed in 2025 alone.
The Finance Ministry said Ukraine secured the latest tranche after completing a set of reform commitments required by the end of the third quarter of 2025.
These covered key areas including public finance management, the judicial system, the business climate, the banking sector, the agri-food industry, strategic minerals, the green transition, and environmental protection.
Finance Minister Serhiy Marchenko welcomed the decision, describing the Ukraine Facility as a cornerstone of budget stability.
“I am grateful to European partners for the implementation of the Ukraine Facility instrument. This is stable, predictable financial support that allows us to maintain the liquidity of the country’s budget and ensure social payments,” the press release quoted Marchenko. “Thanks to our cooperation, Ukraine remains on the path of reforms and is approaching EU membership.”
Over nearly four years, the EU has allocated €68.4 billion ($80.21 billion) of finances, according to the ministry. In the first 11 months of 2025 alone, Ukraine received more than €26.4 billion ($30.96 billion) from the EU, the ministry wrote.
Previously, Ukraine’s central bank wrote that in 2025, the flow of international aid has remained unstable – Ukraine has received $45.8 billion since the start of the year, with another $5 billion expected by year-end.
Apart from Europe’s part in the ERA loan and additional fresh packages of direct aid, Europe and Ukraine are committed to the Ukraine Facility – the European Union’s financial assistance program for Ukraine.
During the period of 2024-2027, the EU has already promised Ukraine funding through the Ukraine Facility program for the state budget, private investment, and technical assistance.
In return, Ukraine must implement economic reforms.
