Ukraine has received €2.3 billion ($2.7 billion) from the European Union under the Ukraine Facility program, the Finance Ministry said on Monday.
The funds, transferred to the state budget on Dec. 22, include €2.1 billion ($2.5 billion) in concessional loans and €200 million ($235 million) in grants.
The payment marks the sixth regular tranche under Pillar I of the Ukraine Facility, which focuses on direct budget support. It is the tranche approved by the EU Council and previously announced by Ukraine’s Ministry of Finance on Dec. 12.
Ukraine’s Finance Ministry wrote in its press release the money will be used to finance essential state expenditures, including social payments and humanitarian needs.
Launched in 2024 for a four-year period, the Ukraine Facility is the EU’s flagship financial assistance instrument for Ukraine. Since the program began, Kyiv has already received more than €26.7 billion ($31.3 billion), including over €10.6 billion ($12.4 billion) in 2025 alone.
To unlock the latest tranche, Ukraine completed eight reform benchmarks required for the sixth payment, as well as one additional reform step linked to the fourth tranche, the Finance Ministry wrote. And an additional policy measure for the previous deadline of the fourth tranche, it added.
During the period of 2024-2027, the EU has already promised Ukraine funding through the Ukraine Facility program for the state budget, private investment, and technical assistance.
In return, Ukraine must implement economic reforms.
Kyiv Post previously wrote on this program’s role in financing for Ukraine in 2025 – under Ukraine Facility, if Kyiv fails to reform the country, it will face lower tranches, European audits, and strict control of the transactions from the EU.
Under the Ukraine Facility for 2024–2027, the EU has earmarked around €50 billion ($58.6 billion) for Ukraine, including €38.3 billion ($45.0 billion) in direct budget support. The program also covers private investment incentives and technical assistance, with disbursements tied to the implementation of economic and governance reforms.
Since February 2022, Brussels has provided €70.7 billion ($82.9 billion) in financial assistance. In 2025 alone, Ukraine has received more than €28.7 billion ($33.6 billion) from the bloc, according to the Finance Ministry.
