European Union’s foreign policy chief Kaja Kallas condemned Russia’s most recent attack on Sloviansk, during which two guided aerial bombs (KABs) were dropped on the city, prompting Ukrainian prosecutors to open a war crime investigation.
She deemed the strike as Russia’s deliberate target on civilians, rather than striking them by accident. The EU will summon Russia’s envoy over the strike, she announced on X on Friday, adding that she will propose additional sanctions targeting Russia’s military-industrial complex.

“The strike on Latvia’s Honorary Consulate in Sloviansk underscores Moscow’s utter disregard for international law,” Kallas said. “Latvia has our full support,” she continued.
The strike on Latvia’s consulate came as NATO intelligence authorities increasingly warned of possible threats from Russia, including hybrid attacks on the Eastern flank.
Third massive strike on Sloviansk in less than a day
During the course of Friday, Russia killed at least five people and injured nine others. Alongside damaging and destroying homes, businesses, and private vehicles, Russia struck the Honorary Consulate of the Republic of Latvia.
Ukraine’s Prosecutor General’s Office reported opening a pre-trial investigation into the attack as a suspected war crime under Part 2 of Article 438 of the Criminal Code of Ukraine.
Most recently, Ukraine’s State Emergency Service (DSNS) said that Russia has conducted a third massive attack on Sloviansk in less than a day, injuring 16 people, including a child.

According to them, Russian armed forces dropped three KABs on the city center, one of which did not detonate. Sappers removed it and will destroy it in accordance with established procedure.
A five-story residential building and a two-story office building were partially destroyed. Rescuers freed three injured people from under the rubble, while another two were evacuated from the third floor, including a woman with limited mobility.
Reportedly, two fires broke out, damaging a passenger car and a two-story building.
In total, 16 apartment buildings and commercial properties were damaged. Rescuers cleared away 23 tons of construction debris at the sites of the strikes.
EU’s 21st sanctions package against Russia
Kallas’ intention of proposing further sanctions listings specifically aimed at entities tied to Russia’s military-industrial complex comes as EU ambassadors have finally agreed on the bloc’s 21 sanctions package following weeks of disputes over measures targeting Moscow.
Despite multiple objections from several member states which forced Brussels to scale back on some proposals, the package will continue expanding economic pressure on the Kremlin.
The package, targeting sectors with highest impact – including energy, financial services, crypto, and trade. Among its key measures, the EU agreed on freezing the oil cap at $44.1 per barrel for one year, aiming to prevent the ceiling from automatically rising alongside global oil prices.
