He said that the former government used the ‘Titushky’ to create the illusion of a conflict within the public.

“As the confrontations during the Maidan increased, the use of ‘Titushky’ increased through their involvement in committing crimes against protestors,” Horbatiuk said.

He said that at the beginning of the Maidan, the activities of the ‘Titushky’ were concealed, they kidnapped Maidan activists and beat protesters, however in February 2014 the ‘Titushky’ acted in cooperation with law enforces in committing crimes against protestors.

“The illegal activities of the ‘titushky’ were not spontaneous, chaotic or uncoordinated. This was clear work under the protection of the former authorities,” he added.
