A confrontation between Ukrainian military recruitment officers and local residents erupted in Lviv’s Sykhiv district on Tuesday evening, prompting investigations by regional authorities and condemnation from senior Ukrainian officials.
Videos circulating on social media showed dozens of people surrounding a Territorial Recruitment Center (TRC) vehicle, chanting “Shame,” while the vehicle appeared to have damaged tires and a torn-off front bumper.

Participants in the protest claimed TRC officers had attempted to detain two men.
One was allegedly taken to a recruitment center, with demonstrators preventing officers from taking the second man away. Protesters demanded the release of the detained man and called on Ukrainian authorities to address similar incidents involving mobilization.
According to the police on Wednesday, the incident began after TRC officers identified a man born in 1996 who was wanted for violating military registration requirements. The man was later taken for a military medical examination.
Police spokeswoman Alina Podreiko said officers were deployed to maintain public order while speaking with those involved.
Lviv Mayor Andriy Sadovyi said he was gathering verified information about the incident and urged residents to remain calm.
“Please remain calm, act wisely, and remember who our real enemy is,” Sadovyi wrote.
“Lines that must not be crossed”
Shortly after midnight, Lviv Regional Military Administration head Maksym Kozytskyi said authorities held an emergency meeting with law enforcement over the blockade of TRC vehicles.

“There are lines that must not be crossed. No one has the right to use force against servicemen carrying out their duties under martial law. Attacks, aggression, and vigilantism are incompatible with the rule of law,” Kozytskyi said.
At the same time, he stressed that mobilization “must not lose its human face.”
Kozytskyi added that police were identifying those involved in the unrest, while the regional TRC would conduct an internal investigation into whether its servicemen acted lawfully during the mobilization process.
“Everyone must draw conclusions from this. I expect law enforcement agencies to quickly and impartially establish the circumstances of the incident and provide a proper legal assessment of the actions of everyone who broke the law,” he said.
He said all individuals who obstructed servicemen or committed other offenses would be identified and held accountable. Kozytskyi also announced that the regional TRC would conduct an internal investigation into whether officers acted lawfully while serving notice to the detained man.
“Think about who will protect you tomorrow”
Presidential Office head Kyrylo Budanov condemned the incident, warning against attacks on Ukrainian servicemen.
“If today you tear the clothes off and beat servicemen of your own army, think about who will protect you tomorrow from an enemy army that will beat you and tear the clothes off you instead,” Budanov wrote.
“I expect a fair response from law enforcement agencies to the events in Lviv,” he added.
The defense ministry also denounced the incident, calling the attack on servicemen “unacceptable.”
“The only one who benefits from such situations is the enemy. Hate speech directed at our own army will lead to irreversible consequences,” the ministry said in a statement.
The agency added that while Ukraine’s mobilization process “requires improvement, and that work is ongoing,” mobilization remains “an essential component of Ukraine’s defense.”
The ministry also called upon law enforcement agencies to properly investigate the incident and identify and prosecute those responsible.
Military orders internal review
Ukraine’s General Staff condemned the attack on TRC servicemen while announcing an internal review into whether the military personnel involved acted lawfully during the incident.
“Any attacks on servicemen of the Territorial Centers of Recruitment and Social Support are unacceptable, unlawful, and directly undermine the state’s defense capability,” the General Staff said.
It added that the events in Lviv showed signs of obstructing the lawful activities of the Armed Forces under martial law and called on law enforcement agencies to conduct a “comprehensive, objective, and impartial” investigation and hold those responsible accountable.
At the same time, the General Staff said the actions of the TRC servicemen involved would also be reviewed.
“An internal review is underway regarding the lawfulness of the actions of the Territorial Center servicemen. If violations are established, those responsible will be held accountable in accordance with the law,” the statement said.
The military stressed that disagreements over mobilization procedures cannot justify violence.
“No disputes over the legality of officials’ or servicemen’s actions can justify the use of violence. Every case must be assessed exclusively by the competent state authorities,” it said.
The General Staff also emphasized that those carrying out mobilization duties are servicemen of the Armed Forces of Ukraine (AFU), many of whom have combat experience, not civilian “TRC employees,” as they are often incorrectly described.
It urged Ukrainians to remain calm, avoid provocations and disinformation, and unite around the country’s defense forces.
“Unity, respect for the law and support for Ukraine’s defenders remain among the key conditions for our victory,” the statement said.
