Intent in Plain Sight: the Politics of a UN-Recognized Genocide

With the help of semantic sleight of hand, the UN seems to be underplaying what is clearly a genocide in Ukraine. Indicators point to a potential power struggle and political pressure within the highest levels of the UN to artificially reduce the gravity of genocide to “war crimes” and “crimes against humanity,” avoiding mentioning and examining “intent,” isolating the crimes, and switching provisions specific to children.

Damage was reported to a car in Nechvolodivka, a private home in Shevchenkove, and an industrial facility and warehouse in the city of Izium. Syniehubov said 179 people arrived at an evacuation point in Lozova over the past day, while 36 remained.

On Tuesday evening, Syniehubov posted on Telegram that the Regional Defense Council had reached the decision to evacuate by force families with children living in the Kupiansk district.

“In total, we need to relocate to safer places 601 children – that is 409 families,” he wrote.

Zaporizhzhia

In the Zaporizhzhia region, Russian forces carried out 649 attacks on 16 settlements on Tuesday, injuring a 63-year-old man in the Zaporizhzhia district, according to regional governor Ivan Fedorov.

The attacks included nine airstrikes, 423 drone strikes – mostly using FPV drones – four multiple launch rocket system (MLRS) attacks, and more than 200 artillery strikes, together targeting about two dozen towns.

The bombardment damaged dozens of homes, vehicles, and infrastructure sites, officials said.

Chernihiv

In the Chernihiv region, Russian troops attacked gas stations and residential areas overnight using combat drones, according to the head of the Chernihiv Regional Military Administration Viacheslav Chaus: “Last night, Russians attacked gas stations in Chernihiv and the surrounding community with combat drones,” he wrote on Telegram Wednesday morning.

In the border-area town of Semenivka, a drone strike hit a residential building, sparking a fire that was later extinguished by emergency crews. A civilian infrastructure facility in the Nizhyn district also caught fire following a separate drone strike, Chaus said.

According to Chaus, over the past 24 hours, Russian forces attacked the Chernihiv region 37 times, targeting 18 settlements mainly with FPV drones and drone-dropped explosives. Restoration work on the power grid is ongoing, and hourly power outages remain in effect across the region.

Shortly after, in a separate report on Telegram, Oleh Hryhorov, head of the Sumy Regional Military Administration, stated that in the town of Putyvl, a Russian drone deliberately attacked a civilian vehicle, injuring three people: a 63-year-old woman and two men, ages 32 and 49. All victims were hospitalized and are in stable condition, he said.
