Officials said the facility had previously been relocated and was not being used for mobilization activities at the time of the attack.
Sumy acting mayor Artem Kobzar said a 16-year-old boy was wounded near the site and taken to a hospital, where he is receiving medical treatment.
The drone’s explosion caused a fire and shattered windows in the building, Kobzar said, adding that emergency services were working at the scene.
The attack came a day after Ukraine marked Mobilization Workers’ Day on March 17, a professional holiday honoring staff of Territorial Recruitment Centers.
