The European Commission has opened a €1.1 billion ($1.26 billion) call for projects to build and modernize transport infrastructure across the EU’s trans-European transport network (TEN-T), extending participation to Ukraine and Moldova as part of their growing integration with the bloc.

According to the European Commission, the funding is intended to advance several flagship initiatives, including the EU’s high-speed rail plan and the industrial action plan for the European automotive sector, while also supporting the decarbonization and digitalization of transport systems across member states.The call aims to strengthen maritime connectivity in line with recently unveiled industrial, maritime, and ports strategies, as well as to improve military mobility by implementing the EU’s military mobility package and making infrastructure suitable for both defense and civilian use.

“Ukraine and Moldova are also included in the call under the Connecting Europe Facility (CEF),” the Commission said, describing CEF as the EU’s main financing instrument for financing TEN-T projects and underlining Kyiv’s and Chişinău’s access to support for strategic links.

Their participation reflects deepening transport and trade ties with the EU, offering both countries funding opportunities for cross-border rail, road and logistics projects that connect them more closely to EU markets and supply chains.

Ukraine’s railways tests Kyiv-Chişinău airport link

In April, Ukraine’s state-owned railway company Ukrzaliznystsia (Ukrainian Railways) launched a pilot project aimed at extending its Kyiv-Chişinău route to Revaka station near Moldova’s capital, offering Ukrainians a new rail link to Chişinău International Airport while the country’s airspace remains closed since the beginning of Russian invasion in 2022.

The service, operating as train 351 from Kyiv Central Station, now includes a stop at Revaka, where free shuttle buses take passengers to the terminal.

The company says the probation period will determine whether the stop becomes permanent, based on demand.
