As of the second half of March 2025, 69% of Ukrainians expressed confidence in Ukranian President Volodymyr Zelensky, 29% expressed distrust, and the rest hadn’t decided, a survey conducted by the Kyiv International Institute of Sociology (KIIS) found.

In all regions polled, 68-71% of citizens expressed trust, while 27-31% said they felt distrust toward Zelensky, the KIIS poll found..

In particular, from Feb. 14 to March 4, 67% of respondents expressed confidence in the President, and 29% expressed distrust, which resulted in a positive balance of +38%.
The KIIS found that opinion on holding elections – which have been postponed due to Russia’s invasion – directly depends on the level of trust in the president.
That is, people who do not trust the President are more likely to support holding elections.
However, even among this group, 50% do not support the elections, while 46% express support. In contrast, among those who trust Zelensky, an overwhelming majority, 90%, oppose holding elections, while only 8% support the idea.
In all parts of Ukraine surveyed, the vast majority of citizens, namely 75-78%, oppose the organization of elections now.
The KIIS said that Ukrainians continue to express significant confidence in Zelensky, whom they perceive as the legitimate head of state.
In December 2024, 52% of Ukrainians expressed trust in President Volodymyr Zelenskyy, 39% expressed distrust, and the rest were undecided.

Despite the fact that trust scores deteriorated over the year, the balance of trust and distrust remained positive at +13%.
At the end of 2023, 77% of Ukrainians trusted the president, but by February 2024, trust had dropped to 64%, and by May 2024, to 59%.
