A decree by the Ministry for Communities and Territorial Development has created a centralized procurement body within the State Restoration Agency. This organization will handle procurement on behalf of dozens of regional bodies across the country, aiming to increase transparency and reduce corruption risks.

“We often talk about the speed of recovery. But it is just as important to ensure quality and the transparent, efficient use of resources. That’s why the centralized procurement organization within the Restoration Agency was created.”

“It is a tool that guarantees equal conditions for all market participants, standardized procedures, transparent tenders, modern procurement management, and independent oversight. This is a signal to both Ukrainian and international companies that it is possible to work honestly and effectively in Ukraine,” Oleksiy Kuleba, Deputy Prime Minister for Reconstruction and Minister for Communities and Territorial Development, said during the presentation of the new body.

All procurement will follow a unified approach under transparent condition – measures that should help dispel any doubts among Ukraine’s international partners regarding Kyiv’s ability to manage reconstruction funds effectively, said Serhiy Sukhomlyn, head of the State Restoration Agency.

“This is one of the core elements of the new reconstruction architecture, which must deliver on two fronts: efficiency, and trust—from both international and Ukrainian companies that want to participate in rebuilding efforts,” Sukhomlyn noted.

Rutte Calls Ramstein Meeting a ‘Window of Opportunity’ for Ukraine

NATO’s chief Mark Rutte hailed a “window of opportunity” for Ukraine at a Ramstein-format meeting in Brussels on Thursday, with roughly a third of NATO members plus Australia now paying into a joint fund for US-made equipment for Kyiv.

Billions of dollars will soon flow through this new organization. How it will operate—and what challenges it may face—will be explored in an upcoming Kyiv Post analysis.
