Russian forces carried out one of the largest attacks in recent months overnight on Dec. 13, launching more than 450 attack drones and around 30 missiles of various types against Ukraine, President Volodymyr Zelensky said on Telegram.
According to Zelensky, the main targets were energy and industrial infrastructure, especially in southern regions and Odesa. Two people were wounded in Odesa, and more than a dozen civilian sites were damaged across the country.

Thousands of families were left without electricity in Kirovohrad, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson and Chernihiv regions. Strikes were also reported in Dnipropetrovsk and Cherkasy regions.
“Massive attacks show Russia’s intention to continue terror against civilians,” Zelensky said. “Every step in their terror, every attack, shows this is not about ending the war. They want to destroy our state and inflict as much pain as possible. That is why we need support to protect lives and end this war: stronger air defense, support for our soldiers on the front, greater long-range capabilities, and pressure on Russia.”
Odesa’s regional military administration head, Oleh Kiper, described the strikes as “one of the most massive” in recent weeks. Two people were injured in the city, and there were no immediate reports of fatalities.
The State Emergency Service of Ukraine confirmed at least four additional injuries and reported damage to civilian buildings, energy facilities, and industrial sites.
How Not to Lose the Peace After the War
Serhiy Lysak, head of Odesa’s city military administration, said all traction substations in the city were knocked out, halting tram and trolleybus services. Large parts of Odesa are currently without heating and water supply.
Neighboring Mykolaiv also suffered from the strikes. Regional administration head Vitaliy Kim reported power outages in settlements across Bashtanka and Mykolaiv districts. Critical infrastructure and the city’s electric transport network were damaged.
Five people were injured, including a 43-year-old man, a 48-year-old woman, and a 16-year-old girl, all hospitalized with moderate injuries.
The latest strikes followed a series of Russian attacks on Odesa and the surrounding region earlier in the week. On Dec. 12, Russian forces carried out two attacks on ports in the Odesa region in a single day. A Turkish-owned vessel was hit, prompting a sharp reaction from Ankara.
Separately, Russia attacked Odesa and the region overnight on Dec. 12, targeting energy infrastructure. Buildings were damaged and fires broke out, Ukrainian authorities said.
