Kyiv is gradually returning to a regular rolling blackout schedule from emergency blackouts after Russia’s major Friday assault on Ukraine’s energy grid, according to the energy ministry.
In late 2025, Ukraine reintroduced a rolling blackout schedule nationwide to ease grid load after Russia renewed its energy attacks. However, the latest strike cut power entirely for most Ukrainians, triggering emergency blackouts.

On Monday, Deputy Minister of Energy Roman Andarak said electricity is being restored gradually.
“Restoration work is ongoing in Kyiv and the Kyiv region. Emergency shutdowns are in effect on parts of the right and left banks. A gradual transition from emergency restrictions to projected hourly shutdown schedules is underway,” Andarak was quoted as saying in an update.
“Currently, most regions have hourly outage schedules. Emergency schedules are in place in Kyiv and Kyiv Oblast, Odessa, Kharkiv, and Donetsk regions. Their duration may depend on a significant drop in air temperature,” he added.
The Friday attack, which struck a thermal power station in Kyiv, prompted extensive heating and water disruptions, with electricity available for only up to 4 hours per day in some districts.
Kyiv Post correspondents reported indoor temperatures of 10-15°C (50-59°F) while outdoor temperatures dropped to -17°C (1.4°F).
Andarak said another strike on Monday morning had cut power to other parts of Ukraine.

“[Last] night, the enemy struck another blow to the Ukrainian energy sector. As a result of the attack, consumers in Odesa, Zhytomyr, Sumy, Kharkiv, Donetsk, Dnipropetrovsk and Chernihiv regions were left without electricity,” Andarak was quoted as saying.
While most workers have begun restoring the facilities overnight, Andarak said the work would begin in the Chernihiv region “as soon as the security situation allows.”
In addition, adverse weather conditions have also cut power to some settlements.
“Due to adverse weather conditions, 161 settlements in the Kyiv region, 48 in the Zakarpattia region, 36 in the Dnipropetrovsk region, and 15 in the Chernihiv region were without power,” Andarak said.
“Repair crews of the regional energy company are working to restore damaged lines,” he added.
The local weather forecast estimated that extreme cold would persist over the next 10 days, hovering between -5°C (23°F) and -18°C (-0.4°F).
