Ukraine has set out a three-point strategy to fight Russia, focusing on protecting the skies, holding the front lines, and cutting Moscow’s war funding, Defense Minister Mykhailo Fedorov said in a Telegram post Tuesday.
“Russia continues to fight because it believes it can break us through force and resources. The President has tasked the Ministry of Defense with strengthening defense alongside diplomacy to force the enemy to peace,” Fedorov wrote on Telegram.

Close the sky
Protecting civilians and infrastructure is the top priority.
“Our goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones,” Fedorov said.
He added that Ukraine has begun building a “multi-layered ‘small’ air defense system and scaling up interceptors,” describing it as “the first steps toward systematically countering Shahed drones and reliably protecting our cities.”

“The front lines are held thanks to the uncompromising heroism of Ukrainian soldiers. The enemy pays for every kilometer of Ukrainian land,” Fedorov said.
He noted that in Donetsk, 156 Russian soldiers occupy each square kilometer, and Ukraine’s goal is “over 200 killed invaders per square kilometer.”
Plans include improving procurement, completing corps reforms, and transforming training and management systems based on data.

Last Month, shortly after his appointment, Fedorov said one of Ukraine’s key strategic goals is to inflict losses on Russian forces at a rate of up to 50,000 soldiers per month.
Fedorov said the Defense Ministry has detailed, verified data on Russian losses thanks to the Army of Drones.Bonus system.
A key component of this system is the so-called ePoints mechanism, which allows for precise accounting of Russia’s losses.
The minister said this gives Ukraine a clear picture of which units and weapons are most effective, the depth of damage inflicted, and daily Kremlin losses.
Deprive Russia of economic resources
Fedorov said the war continues “because Russia has money – for missiles and drones, for soldier contracts, for propaganda. The source is oil. Russia sells it worldwide through the so-called shadow fleet. If we cut this channel, resources for war will sharply decline.”
He outlined steps, including sanctions, partner coordination, and maritime operations to make Russia’s budget deficit “the largest in history.”
“Peace in Ukraine will come when the skies are closed, the Russian army loses its offensive potential, and Russia’s economy cannot sustain the war,” he wrote, thanking Ukrainians for their support and praising the armed forces.
