US Senator Adam Schiff (D-CA), a leading Democrat on national security, has introduced a new legislation that aims to establish a formal reporting mechanism on Russia’s use of chemical weapons, a move that would sharpen the US government’s focus on a key area of concern in the war in Ukraine.

The amendment was introduced as part of the ongoing deliberations over the Fiscal Year 2026 National Defense Authorization Act (NDAA), the comprehensive defense spending bill that Congress passes annually. 

It would modify an existing law to require a new section in the annual report on Russian military and security developments.

Speaking to Kyiv Post on Monday, a congressional source familiar with the amendment, explained that this new section would specifically detail Russia’s use of chemical weapons, including any substances prohibited by the Organization for the Prohibition of Chemical Weapons (OPCW), as well as any other chemicals the United States considers a violation of international law.

It would also assess the use of such weapons to harm individuals outside of armed conflict, a reference to past assassination attempts linked to Moscow, and detail any actions the US government has taken to hold Russia accountable.

The proposal comes amid a backdrop of increasing international concern over Russia’s alleged use of chemical agents in its war against Ukraine.
