Ukrainian outlet Suspilne said the building is the administrative office of a “pharmaceutical educational institution.”
A video released by the Kharkiv Regional Prosecutor’s Office shows the drone slamming into the building’s roof with a loud buzz, blasting debris skyward before it rained down on nearby streets and buildings.
Kharkiv Mayor Ihor Terekhov reported the attack at around 11 a.m. local time, later adding that at least four people have been injured as of 1 p.m.
The attack led to a fire engulfing 150 square meters (1,615 square feet), according to Ukraine’s State Emergency Service’s report at 12:54 p.m.
“As a result of the hit, the roof of the institution building was damaged, and a fire broke out over an area of 150 sq. m. Units of the State Emergency Service, including psychologists and firefighters, were involved in eliminating the consequences of the enemy attack,” the service wrote.
Oleh Syniehubov, governor of the Kharkiv region, said the building is not a military installation.
“This building housed a training unit. This facility had no connection to the defense or military industry. This is an exclusively civilian building,” Syniehubov said, according to Suspilne.

Oleksandr Kukhtenko, the vice-rector for scientific and pedagogical work at the university, told Suspilne that the staff inside the building were not injured as they sought shelter before the impact.
Kukhtenko added that restoration could take time.
“The roof, the offices of the employees, the head of the department, and associate professors were very badly damaged. The situation with the fire: The guys were putting it out, the building was flooded. There will be a lot of questions about the restoration of the building,” he told Suspilne.
