Ukraine has requested an emergency meeting of the United Nations Security Council following Russia’s latest large-scale missile and drone attack, calling for a stronger international response to Moscow’s escalating aerial campaign.

In a statement posted on X on Monday, Ukraine’s Permanent Mission to the UN said every Russian missile strike carries consequences beyond Ukraine’s borders.

“Every Russian missile launched against Ukraine carries a message far beyond our borders. It seeks to convince the world that violence can replace law, that fear is stronger than solidarity, and that brutality comes without consequence,” the mission said.

The mission urged the presidency of the Security Council and its members to support Kyiv’s request for an emergency meeting.

“Delayed or weak responses cannot stop the terror. Only strong, principled, and timely action will,” the statement said.

It added that the international community must remain united to deter Russia and work toward “a comprehensive, just, and lasting peace” based on the UN Charter.

Second major attack in days

According to the Ukrainian mission, Russia’s latest overnight strike killed at least 17 people, with the death toll expected to rise as rescue operations continue.

Foreign Minister Andrii Sybiha urged NATO leaders to respond decisively to Russia’s overnight large-scale strike on Ukraine ahead of this week’s summit in Ankara, warning that Russian President Vladimir Putin will continue targeting civilians unless Ukraine receives stronger air defense support.

Sybiha urged NATO allies to make immediate decisions on strengthening Ukraine's air defenses at this week's summit.

President Volodymyr Zelensky also urged Ukraine’s allies to provide more Patriot interceptor missiles after months of warning about critical shortages.

The statement noted that another large-scale Russian attack just days earlier, on Thursday, killed at least 30 civilians in Kyiv. The strike also destroyed 64 apartments in a nine-story residential building in Kyiv’s Darnytskyi district.

UN Secretary-General António Guterres condemned the barrage through his spokesman, warning that attacks against civilians and civilian infrastructure are unlawful under international humanitarian law and must stop immediately.
