Despite US Sanctions, Putin’s Envoy Lands in Washington for High-Level Meeting

Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF) and special representative of Russian President Vladimir Putin, has reportedly arrived in Washington for a meeting with US President Donald Trump’s envoy, Steve Witkoff.

According to The Washington Post (WP), which cited a source familiar with the matter, talks were “ongoing.”

Dmitriev’s visit marks the first by a senior Russian official to the US since travel sanctions were imposed following Russia’s full-scale invasion of Ukraine in February 2022.

On the morning of Thursday, April 3, Dmitriev posted on X about the importance of the US-Russia dialogue.

“Whatever your politics, dialogue between the US and Russia matters. It’s about building a more secure, more prosperous world for everyone,” he wrote, accompanying the post with an image of a plane flying across the Atlantic toward Washington.

According to CNN sources, US authorities temporarily lifted sanctions against Dmitriev and granted him a visa for the visit.

Appointed by Putin as a negotiator in US-Russia peace talks on Ukraine, Dmitriev is expected to discuss “strengthening relations” to help end the war.

Ahead of the trip, Dmitriev hinted at the visit on X, responding “Maybe” to CNN’s report and claiming there was “resistance to dialogue” between Washington and Moscow.

He argued that improved relations were key to “lasting global security and peace.”

Dmitriev previously participated in US-Russia talks in Riyadh, Saudi Arabia on Feb. 18, handling investment and economic issues. He claimed US businesses had lost $300 billion after exiting the Russian market.

His visit comes amid reports that Trump is “frustrated” with Putin over stalled ceasefire negotiations. Fox News’ Jacqui Heinrich cited sources saying Trump may ramp up sanctions enforcement, including targeting Russia’s “shadow fleet” transporting illicit oil.

Reuters reported that the Trump administration does not expect an imminent Ukraine peace deal and is preparing new pressure tactics against both Moscow and Kyiv.

On March 30, Trump told NBC he was “pissed off” after Putin questioned Zelensky’s legitimacy, warning that a 25% tariff on Russian oil exports could be imposed if no ceasefire is reached within a month.
