Ukrainian Special Operations Forces (SSO) have struck the Omsk Oil Refinery, Russia’s largest oil refinery, in what they described as the deepest long-range strike carried out by Ukrainian forces since the start of the full-scale invasion.

The refinery, in the Siberian city of Omsk, processes over 21 million tons of oil annually.

“The Special Ops have struck the largest and ‘inaccessible’ Russian refinery in Omsk. 3,000 km [1,864 miles]! This is the first strike on this facility,” the SSO said in a statement on Telegram.

“This is the deepest long-range strike on enemy territory during the entire full-scale invasion,” the statement added.

The SSO (Ukrainian: Сили спеціальних операцій) said the attack hit critical equipment at the refinery, including the ELOU-AVT-11 primary crude oil processing unit, describing it as the plant’s most important installation.

“Without primary refining, all other facilities simply have no raw materials,” the report said.

The agency described the Omsk refinery as a strategic asset for Russia’s fuel industry.

“The Omsk Refinery is the largest in the Russian Federation. It is a strategic enterprise for the Russian fuel industry,” the statement said.

According to the SSO, the refinery supplies a significant share of Russia’s domestic gasoline and diesel market and is one of the country’s main producers of aviation fuel.

The Ukrainian monitoring channel Exilenova+ reported that the refinery accounts for about 10% of Russia’s total oil refining capacity. Within the Siberian Federal District, it reportedly supplies more than half of regional motor fuel demand.

“Special Operations Forces will bring the war back to Russia, no matter how far the enemy hides its targets,” the SSO added.

The Ukrainian General Staff also confirmed the strike on the refinery.

“This is the last of Russia’s 11 largest gasoline producers to be struck by Ukrainian forces. The refinery plays a role in supplying fuel to the Russian occupation army,” the General Staff said.

According to the General Staff, a direct hit was recorded on the refinery, triggering a fire. The full extent of the damage is still being assessed.

“According to preliminary information, the strike hit the ELOU-AVT-11 primary oil refining unit, which has a design capacity of 8.4 million tons of oil per year,” the statement said.

Earlier, Omsk Region Governor Vitaly Khotsenko acknowledged that drones had targeted the region.

“The air defense forces of the Russian Ministry of Defense shot down enemy unmanned aerial vehiacle (UAVs) over the Omsk region. The consequences of the attack are being clarified,” he wrote on Telegram.

However, photos and videos published on social media showed a large fire burning on the refinery’s grounds rather than evidence of drones being intercepted.

Commenting on the footage, Exilenova+ claimed:

“A Su-57 is hunting Ukrainian drones over Omsk. Only one was shot down. All the others hit the target.”

Khotsenko later acknowledged that several drones had reached Omsk’s northern industrial zone but did not explicitly mention the refinery.

“The air defense forces of the Russian Ministry of Defense continue repelling the enemy attack. Several drones reach Omsk’s northern industrial hub. Emergency services are taking the necessary measures to deal with the consequences,” he said.

Meanwhile, Dnipro Osint reported that the strike was carried out using a new generation of Ukrainian long-range drones.

“Modernized FP-1 unmanned aerial vehicles hit the ELOU-AVT-11 unit at the Omsk Oil Refinery, located more than 2,500 kilometers from the border. A direct hit was recorded on the installation’s processing columns,” the group said.

The Omsk Oil Refinery belongs to Gazprom Neft and employs more than 3,300 people. Following a modernization program completed in 2025, the plant reportedly achieved nearly 100% oil processing depth. In 2024, it produced more than 50 petroleum products, all meeting the Euro 5 fuel standard.

In addition to gasoline, the refinery produces benzene, paraxylene, orthoxylene, lubricants, motor and industrial oils, carbon black feedstock, and other specialized petroleum products.

According to the Ukrainian side, the Omsk facility is Russia’s largest oil refinery. However, the Russian outlet Astra wrote that, according to other industry data, the Kirishi and Achinsk oil refineries may have higher processing capacities.
