At least two foreign airlines are in talks to move some flights from Moscow airports to Pulkovo Airport in St. Petersburg, airline industry sources say. One of the airlines is likely Turkish Airlines, and the other could be Emirates.
The possible shift comes amid frequent flight restrictions in Moscow’s airspace caused by ongoing Ukrainian drone attacks. These security concerns have led to the cancellation or delay of hundreds of flights across Russia, with major shutdowns at several airports.

Industry experts also noted a growing trend: more international travelers are reaching Moscow by first flying into St. Petersburg. This passenger flow, combined with persistent airspace disruptions, makes Pulkovo an increasingly attractive alternative for foreign carriers.
According to Russian business newspaper Vedomosti, which cited unnamed sources, Pulkovo Airport has extra capacity after losing many flights to the European Union due to sanctions and airspace closures.
The airport handled additional traffic in early May, when drone strikes disrupted operations at Moscow’s airports.
Neither Turkish Airlines nor Emirates responded to Vedomosti’s request for comment. Sheremetyevo Airport declined to comment, while a Domodedovo representative said he had no knowledge of such talks.
Russia’s Transport Ministry and Vnukovo Airport also did not reply to the publication’s inquiries.
