A sanctioned Russian missile manufacturing plant in Udmurtia was hit in an overnight attack, Russian officials and Telegram channels reported.
Russian Astra, Baza and other Telegram channels said the strike targeted the Votkinsk Plant, which produces Iskander-M, Topol-M and Oreshnik missiles.

According to OSINT analysis by Astra, the facility was struck during an evening attack. Video published online was filmed about 500 meters from the fire’s epicenter, the outlet said. Local residents claimed in chats that workshops No. 22 and No. 36 were affected.
After midnight on Feb. 21 (Kyiv time), Governor of Udmurtia Alexander Brechalov confirmed a strike “on one of the facilities” in Udmurtia.
“One of the facilities in the republic was attacked by drones from the Kyiv regime. According to operational data, there is damage and casualties,” Brechalov said.
Russia’s aviation authority Rosaviatsia reported temporary suspensions at several airports, including in Izhevsk, the regional capital.
Some Telegram channels claimed the plant was hit by Flamingo cruise missiles. The Votkinsk Plant is under sanctions imposed by the United States, the United Kingdom, the European Union, Switzerland, Australia, Japan and Ukraine.
The Flamingo long-range (strategic) subsonic cruise missile was unveiled in August 2025 with a claimed range of over 3,000 kilometers (1,864 miles); a Fire Point representative previously claimed that it outperforms the US Tomahawk cruise missile.

The current missiles are equipped with bunker-busting warheads that “[can pierce] thick concrete” of up to 10 meters (33 feet).
Russia’s Defense Ministry claimed that 77 Ukrainian drones were shot down overnight over Russian territory and the annexed Crimean Peninsula.
According to the ministry, 24 drones were intercepted over Russia’s Krasnodar region, 13 over Crimea, nine each over the Kursk and Rostov regions, eight over the Belgorod region, five over the Samara region, four over the Sea of Azov, three over the Saratov region, and one each over the Volgograd and Voronezh regions.
The ministry’s statement did not mention Udmurtia, where a defense plant was reported to have been attacked earlier, according to Russian Telegram channel Astra.
