Ukraine Risks Losing €680 Million in EU Aid Over Delayed Reform Commitments

Ukraine risks losing part of its European Union financial assistance for the first time after failing to complete several reform commitments on schedule under the Ukraine Facility program.

According to a response from the European Commission (EC) to Radio Liberty, two reform milestones linked to previous tranches of EU assistance remain outstanding.

“There are two steps related to the 4th and 5th tranches that were not completed on time. The amounts related to these tranches have been ‘suspended.’ This means that they have not yet been paid,” a European Commission spokesperson said.

The suspended funds amount to nearly €300 million from the fourth tranche and more than €380 million from the fifth tranche, bringing the total at risk to approximately €680 million ($785 million).

According to the EC, Ukraine has yet to fulfill a commitment under the fourth tranche to increase the staffing of the High Anti-Corruption Court.

Under the fifth tranche, the outstanding requirement concerns the entry into force of legislation governing the review of judges’ integrity declarations and the procedure for verifying them.

The final deadlines for completing these reforms are June 30 and Sept. 29, 2026, respectively.

The EC warned that if Ukraine fails to meet these requirements within the established timeframe, it may initiate a procedure that could lead to a permanent reduction in payments under the Ukraine Facility regulation.

At the same time, Brussels emphasized that the Ukraine Facility includes special flexibility provisions reflecting the realities of wartime.

“A flexibility mechanism was introduced for Ukraine. This was provided for by the regulation – there is some additional time for the implementation of reforms,” the EC explained.

The EC also stressed that Ukraine continues to demonstrate “significant progress” in carrying out reforms despite the challenges posed by Russia’s full-scale invasion.
