The International Civil Aviation Organization (ICAO) Council has ruled Russia responsible for the downing of civilian flight MH17 in 2014.
The ICAO is a UN agency that sets global rules and standards for flight safety and guidelines.

A Belgian aviation outlet reported the decision on Monday, May 12, adding that it was made in response to a court case by Australia and the Netherlands in 2022, where a Dutch court convicted three pro-Russian militia leaders in absentia for murder.
The court also held Russia responsible as it controlled the pro-Kremlin militia – the so-called Donetsk People’s Republic – responsible for downing the plane at the time of the incident.
The outlet added that the ICAO “will next consider how legal redress should proceed, including possible negotiations supervised by the Council.”
Malaysian Airlines flight MH17, which flew from Amsterdam to Kuala Lumpur, was downed over eastern Ukraine in July 2014 when Russian proxy groups fired a missile at the plane, killing all on board.
The attack killed 298 people, representing citizens from 10 countries, including: 193 from the Netherlands; 43 from Malaysia; 27 from Australia; 12 from Indonesia; 10 from Great Britain; four from Germany; four from Belgium; three from the Philippines; one from Canada; and one from New Zealand.
The crash occurred during Russia’s initial invasion of Ukraine in 2014, when Moscow annexed Crimea from Ukraine and fueled a pro-Russian insurgency in the country’s eastern regions.
