WASHINGTON DC – Former US Ambassador to Ukraine William Taylor has a stark message for President Donald Trump ahead of his potential summit with Vladimir Putin: impose the promised sanctions on Russia and China immediately and insist on a trilateral meeting that includes Ukrainian President Volodymyr Zelensky.

In an interview with the Kyiv Post in Washington, Taylor stressed that a ceasefire requires the agreement of both Russia and Ukraine, making a meeting without Kyiv’s presence unproductive.

He invoked the principle of “nothing about Ukraine without Ukraine,” arguing that for any meeting to be successful – defined as reaching a ceasefire – both parties must be in the room to agree.

Taylor believes that Putin’s primary motivation for a meeting is not to end the war, but to “be seen to be back in polite society.”

Putin, he said, is an “indicted war criminal” and a “pariah” who has been rightly shunned. The Russian leader seeks a summit with Trump to be recognized as an important global figure.

According to Taylor, Putin will try to deflect Trump from the goal of a ceasefire and continue the war.

Trump has reportedly grown frustrated with Putin’s lack of progress, and Taylor hopes this will prompt the president to enter the talks with a clear intent to secure a ceasefire with all parties present.

The Illusion of a Peace Deal for Ukraine

Anyone who believes Russia is serious about negotiating a peace deal with Ukraine need only look at what Moscow says to be disabused. For those who consider Zelensky to be the one who is obstreperously rejecting reasonable compromises, let them lay out a point-by-point plan of what they and Russia see as the path towards ending this war. I’ll wager nobody can.

While the White House has announced tariffs on India for its purchase of Russian oil and more sanctions on Russia are expected, many details remain unknown.

The State Department, meanwhile, addressed the question of Trump’s intentions in potentially accepting Putin’s meeting offer on Thursday.

When pressed by Kyiv Post’s correspondent, Principal Deputy Spokesperson Tommy Pigott stated that the administration’s approach is not based on “trust,” but on “actions.”

The State Department echoed Trump’s disappointment in Russia’s recent behavior, saying there’s a need to see “actions to match up the words.”

Pigott repeated the administration’s statement of commitment to pursuing peace and a diplomatic solution, saying, “Getting the sides to the table is key.” He concluded by underscoring that the central goal is to “aid in the pursuit of peace and bring this war to an end.”

Despite the high stakes, a potential summit between Trump and Putin is looming, possibly as early as next week. The location of the meeting is undecided, with Turkey, the UAE, and Qatar being floated as possible venues.

The meeting presents a significant gamble for Trump. It could be a historic diplomatic victory if he succeeds in ending the war.

However, it also carries the risk of being a diplomatic sideshow that buys Putin more time without yielding concrete results. White House officials say they would meet the Russian leader with “eyes open” concerning this risk.
