President Volodymyr Zelensky has announced a planned reshuffle of the Cabinet of Ministers and law enforcement agencies, stating he has offered Prime Minister Yulia Svyrydenko a new position focused on international relations.
Proposed changes to the Cabinet of Ministers
In a statement on Telegram on July 12, Zelensky said he discussed the importance of updating the government with Svyrydenko to implement a new political strategy. Acknowledged her tenure as prime minister, he stated he offered her a role leading a new direction in relations with a key partner. Zelensky added that he expects parliament to process the necessary government replacements.

The president outlined that internal operations require adjustments to address current challenges. These include increasing support for frontline and border regions, boosting the supply of weapons and drones to the military, and preparing for the winter period.
The strategy also involves accelerating the transformation of state-owned companies and managing reconstruction agreements with international partners.
Zelensky also announced structural changes to Ukraine’s foreign policy approach, with specific officials to be appointed to manage priority areas. These areas include defense cooperation with the US, the European anti-ballistic project, EU integration, relations with neighboring states such as Poland and Hungary, the Middle East and Gulf region, China, and key international organizations.

In response, Svyrydenko confirmed the discussions regarding government restructuring and international relations. She stated her readiness to continue serving the state, focusing on strengthening Ukraine’s positions and protecting national interests.
Svyrydenko acknowledged the government’s work across all regions, particularly near the front line, and its focus on maintaining economic operations during the winter energy crisis.
Svyrydenko has experience engaging in Ukraine’s diplomatic and defense negotiations. In early June, she led a delegation to Tallinn, meeting with Estonian President Alar Karis and Prime Minister Kristen Michal.
During that visit, officials agreed to expand defense cooperation, specifically regarding drone technologies, and discussed Estonia’s contributions to the Ukraine Energy Support Fund, EU sanctions, and mechanisms for international tribunals.
Who could become Ukraine’s new prime minister?
According to Ukrainska Pravda, the following individuals are currently being considered as possible candidates for the position of head of government:
- Serhiy Koretskyi – chairman of the board of Naftogaz and director of Ukrnafta
- Denys Shmyhal, minister of energy
- Mykhailo Fedorov, minister of defense
- Ihor Terekhov, mayor of Kharkiv
